A theory that could be made is that someone got confused in the production of the game and the error got past QA.
But now that you mention it, considering the second Skull Tyrant we fight comes “out of the blue”, and even more so with Team Cherry having a history of leaving only hints for parts of their stories, it does sound like Hornet commited an “oopsie daisy”. 😬
